Laws about roof rack fog lights?

I have a 2006 xterra and live on long island and i bought rectangle roof fog lights, (to be more specific these ones http://www.autozone.com/autozone/accessories/Pilot-Automotive-Round-driving-lights/_/N-26qt?counter=13&filterByKeyWord=pilot+driving+lights&fromString=search&itemIdentifier=21421_0_0_ ) is it legal to drive with the light on the street without a cover? with a cover?
Can you drive with lights off without a cover? with a cover?
If a cover is needed do you have any recomendations on which one to buy

Why would you put fog lights on the roof? Fog lights are designed to be a wide beam placed low to the ground to go under the fog and illuminate the fog line on the shoulder. Having them on your roof is useless and can actually make it more difficult to see. Lights on the roof should be more of the long range driving lamps to be used OFF ROAD only. You need to check with the local PD to see if they need to be covered. But unless you are on a dark, lonely stretch of road, using roof lights is illegal.
