What's wrong with my trailer lights?

This applies to a semi-truck. I have a 3 position switch in the cab. Up gives me my lower marker lights on the trailer, down gives me the clearance lights w/o the marker lights and the middle is off. Shouldn't one of the positions give me both marker and clearance lights? How do I fix this?

U will have to run a seperate switch to make them all work they way u want.
