How do you get cigarette smoke out of the interior of a semi truck?

A trucker before me was a chain smoker in this truck and the cigarette tar is pealing off the walls like paint. The smell is in the seats and ac vents.

This is a tough task, because smoke permeates all the porous sufaces inside the cab. You could spay Febeeze over everything, but this encapsulates the odor causing particles. That works until you brush up against the surface, which relaeses the odor again.
The best solution is a good, thorough cleaning. Auto detailers first vacuum all the surfaces, then spray a foaming rug shampoo on the carpets, seat fabrics and cloth headliner. The foam is more effective if you brush it into the fabrics. Then let it dry and vacuum the residue. A second application is usually necessary.
I don't like the strong smell of these harsh cleaning agents, so I start with a mild detergent and water. I scrub the soap solution into the fabrics and wipe vigorously with a terry cloth towel. For stains, I use vinegar. It is very mild, yet dissolves many organic stains (ketchup stains, etc.) Apply with a spray bottle, scrub with a damp towel. Because vinegar leaves it's own odor, I usually follow wth a mild soap solution wipe.
This is all a lot of work, but if you are sensitive to odors like me, you won't be happy until it is done. You will probaly be spending many hours in this truck, you want to make it hospitable.
