could not run old programs on vista?

I have an old pocket pc jornada 548 and it won't run on vista the installation CD says could not download the CD ( ActiveCync 3.1 )
is there any program that will help me allow old programs on vista?....
the CD works only windows 95,98,me,2000,xp..I tried to download the activecync 3.1 from online but won't let me, the same error .
I wanna that little pice of crap to work on vista, any idea? or trick?
