What stall flooring should I use in my re-modeled horse barn?

We're turning a garage into a horse barn which will have two 12'x12' stalls, a feed room and a tack room. The flooring that is already there is 1' plywood, and I know that isn't an acceptable flooring by itself for horses. My question is, if I put down rubber mats over top of the plywood, then a layer of shavings, would that be a good solution?

The plywood will probably rot, it's better to get rid of it. I would pull up the plywood and replace it with poured concrete. On top of the concrete, put some rubber mats (to protect the horses' feet), and then on top of the rubber put some shavings (to absorb waste)
